Can't add a backup for my paypal debit card

With my paypal debit card, when I click "Add Backup Now", the only options it gives me are "Apply for the PayPal Extras MasterCard?. Your line of credit will be used as the backup." and "No backup payment method"

How can I add my other debit card or my bank account as a backup?
