How about having a new marketplace forum which allows trade which is not being allowed in current Marketplace. The old one will go on as it is but the new one will allow trades like money exchange, premium account sale, etc.

You won't have to worry about scams because you will clearly say you are not responsible for trades which user do and it will be user's responsibility to judge himself and trade in New MP.
