Help me choose VPS location

I don't know much about IP and speeds. So please help me decide.

My site traffic is 75% US. What is better Lithuania 100mbit VPS, or 1gbit Netherland VPS for connections? Is it faster to view websites in Lithuania, or Netherlands from the US? IE: Hq-uploads.com is in Netherlands loads pretty fast, what about a website from Lithuania?

Just to let you know max speed would be 12.5Mbps and normally its
actually no more than 10Mbps and don't forget forget the other
customers who are on the hosting who are also using the
"download speed" so don't promise something like that...

But for VPS hosting i would recommend http://itexperts.mu/

100mbit Divide that by 8 to get the MB/s = 12.5MB/s Max

you said you can provide 15MB/s on a 100mbit line
How long have you been in hosting and do you actually
know what you are doing?

You can not provide (physically/Virtually w.e) more than 12.5MB/s from a 100mbit line

but we are providing this speed...

we have 1Gbps port connected to 100mbps line...

Netherlands will be slightly faster, as many US carriers are linked directly to Amsterdam switches, or linked through only one intermediate hop (New York --> Amsterdam, or New York --> London --> Amsterdam). Lithuania is a bit more out of the way. Definitely go for 1Gbps.
