best country to stream mp3 files in?

I'd like to make a site that hosts the mp3 files and lets people stream them (not download them) - like grooveshark, goear, aimini etc.

The question is, what country would be best to avoid big headed copyright lawsuits I believe streaming is only a form of promotion, as they don't download the file. Outside EU probs, looked into Switzerland but:

Ukraine now has international agreements with EU, makes me a bit 'bleeehh' about it. Russia is having troubles because they are starting to put their foot down, China as well and India is too

I found a nice server in San Marino, not sure what the copyright laws are over their, couldn't find much of a description on google.

Think the best place for me to host would be, Space? if you have a rocket, please help me move my house to space. and give me free-cable.

Alternatively, I could try this the legal way, getting licenses... but... idk where to start, and it would take 1000 years to get my license approved
