semi dedi is basically the same as shared just more available resources etc. and less users on the server.

VPS you can install all kinds of programs and scripts but may require you to have some prior knowledge with VPS's unless you get fully managed.

So if its not managed I cannot install a script such as a Vbulletin forum the same way is done in a shared server? like updating files to the root then running the install?

Yes you can still do everything you did on shared hosting on semi dedi

you can but your on your own for installing a control panel, and installing it along with any technical problems, If you have no prior knowledge with VPS it's recommended you get managed so they can walk you through it or do it for you.
