What exactly do you want to know - how much MBits you are using, or ayou bandwidth ?

I'd suggest, if it's not already included, get Cacti to minitor your server via SNMP interface, this way you'll get total Mbit in/out traffic.

It doesn't matter if you have cPanel and WHM, it's not the software to control your VPS. Go to your VPS control panel where you can restart it, reinstall the OS and stuff like that. You'll have that info there.
